I'm not sure that she's superpowered, but Kim Possible. She-Ra. Jem & The Holograms. *feels lame* The X-Men cartoon felt really female-centered to me, especially since the intro character to the series was Jubilee. The Powerpuff Girls. Um.
I keep wanting to say Clarissa Explains it All, but she wasn't superpowered so much as just super awesome.
